Found JULIE - multi colored dog with collar (Oak Ridge/Harriman)

I found JULIE and called the phone number on her collar, which appears to be a Verizon cell number beginning with 719-XXXX. She is very thin but she is ok.She is very happy to have food and water and people again. She obviously is someones beloved pet as she has a pretty collar with a dog bone shaped dog tag with her name and phone number.
Please - if JULIE is your dog or you know who she belongs to - PLEASE CALL ME URGENTLY at 865-719-0107. I found her near the K25 plant in Oak Ridge.
